Who is weakest character who can bring lasting peace and prosperity to Warhammer 40k?

Like the title say, who is the weakest character that could bring actual peace to the galaxy of WH40K alone?

Their conditions to archive is are:

• Resurrect or Replace the Emperor of Mankind and reform the Imperium as a whole.,
• Destroy or banish, and remove the Chaos Gods and all of their influence on the galaxy
• Make the warp stable and habitable.
• Deal with all the other fractions and have them to negotiate peace with one another.
• At least 50% of the population of all sentient species must be alive and have at least the good standard of living a good life.
