I don't remember much cuz the lastest volume is years ago lol, but strongest is Issei and Ddraig (who can be summoned), weakest is Asia, but if you count Farnir along with Asia then she above > Ravel, Ravel despite being High-Class Devil she is pretty bad in combat, her main aspect is management and tactical. Ingvild is second strongest. Benia i don't know but she somewhere in the middle, Ross and Xenovia is pretty strong, could be third place but Xenovia have advantage due to her equipment like Avalon and Durandal, also Excaliburn. To be honest she is a threat because of those weapons, Ross is better in term of skill and talent.
