Who can permanently kill/put down Kumagawa Misogi? Or what methods/ways can be used to do that?

It is not who can defeat Kumagawa in battle.

Rules: -Kumagawa doesn't attack or defend unless the try to permanently put him down fails.

-Character has full knowledge on Kumagawa

-No BFR or Existence Erasure.

-Prep time as much as need
