Who can defeat Doctor Manhattan?

Doctor Manhattan VS any verse from the top of your head, whether it would be Marvel, Warhammer 40,000, his own verse, etc. However, there are rules:

1. It must be a verse with at least one Outerversal character
2. DC characters are allowed, but it must be characters that Manhattan hasn’t canonically fought yet
