Which human being in history has shown to be the strongest and what tier would that make him/her?

Angus MacAskill is certianly the physically strongest human I've ever heard of. He's said to have lifted a ship anchor that weighed anywhere from 2100lbs-2800lbs up to his chest and walk around with it, lifted up a full grown horse over a 4 foot fence with ease, threw 300lbs over a ten foot wall, and could easily carry 350 pound barrels under each arm amoung other things.
Sadly, his punch was never measured so there really isn't way to determine what tier he'd offically be in, but I'd bet money he'd be 9-C. The best punching feat of his that was ever noted was when he was 14 he knocked a grown man out for so long, Angus himself and others thought the man was dead.
