When does a Character Scale to there Durability

Like the title says. In a recent CRT this issue came up, we all know that if a character attacks with a certain amount of force they gets that tier outright due to being able to survive the force they generate. But that's not always the case for durability.
 
Being able to harm themselves, universal energy system and trading blows with equal opponents are probably the most famous way of doing so
 
They have to fight others that can harm them to scale to their dura
 
i'd also say that maybe if they can physically kick and punch at a certain level of power without their limbs getting torn to shreds, then they at the very least downscale from their AP
