When did Dragon Ball characters officially reach the speed of light?

I'm assuming the very first person in Dragon Ball to reach the speed of light was Base Goku from Frieza Saga? Cause Frieza fired a Ki blast that appears to be a flash of light and Goku was deflecting them all. I don't know really, I'm just assuming shit here.

The current rating of Piccolo is a low-balled version of what happened in the anime in 4 seconds. Blasts hitting the moon in no time at all. A kaioken multiplier could bring them at the speed of light in Saiyan Saga if we use the anime. They become FTL around that time tho, in the Namek arc.

Well the only time the FTL feat ever was mentioned is in one of the translation of the manga, but then a different translation from a different manga scan says otherwise. That could be debatable.

Well according to this Wiki, the Kaio-ken number wasn't mentioned that made him FTL, in Frieza's profile, it did and it was Kaio-ken x20. So I'm assuming Goku is exactly the speed of light at Kaio-ken x10.

I want to know why is Raditz scaled off equal speed to Frieza Saga Base Goku according to their profile? So Raditz can now tag Final Form Frieza in a fight???
