What's this about Arceus controlling every Pokemon universe?

Just by the fact that it's the supreme being. It's more likely that Palkia, Dialga, and Giratina actually CREATED the universes, but Arceus is pretty explicitly superior to the three of them, combined.

He created the Pokemon multiverse.
It's reasonable to assume he can exert a very strong influence on every universe he created if he wanted to. Dialga and Palkia embody and control time and space across the multiverse, and Arceus is above them. In fact, he created them. Ergo, Arceus created time and space.
Other than that, though, I don't know where it came from.

He likely does but it's never been stated just implied he stopped dialga without effort iirc.Anyways to put it short he created everything and ranks above everyone so it amounts to the same.
