What would the levels be of a character who?

1. Is mountain+ but has their power halved (lower and upper boundaries will do).

2. Can one-shot three mountain+ level characters easily (lower boundary will do).

3. Is twice as fast as a hypersonic+ character.

Also, should I mention a characters attack potency when they "borrow" it from another character in their profile (as sepperate of course)

That sounds like At least Small Island and High Hypersonic? I'm not sure, there's always circumstantials and whatnot to evaluate for things like these.
