Can Characters have a certain level of Attack Potency just from Lifting Strength?

I've seen characters like Travis Touchdown and Freddy Krueger have 7-A tiers for throwing objects into space. But how exactly can this be applied for characters of higher or lower tiers if they have good lifting strength feats but not Attack Potency feats like harming characters or actually creating/destroying things?

Would a character with no "Attack Potency" feats but Infinite or Immeasurable Lifting Strength be High 3-A?

Infinite would be High 3-A. Immeasurable would probably be Low 2-C at minimum?

Basically, yes. I don't recall the exact reasoning, but KLOL brought it up when debunking a GoW downplay video iirc
