What's the highest tier a character with 4D power can reach?
And would a character with infinite 4D strenght fall under that tier?

To answer your first question, from what I understood from the tiering system, the highest tier a character with 4D power can reach is 2-A (Multiverse Level+), as this tier is for characters who can destroy or create countably infinite 4D space time continuums.
And as for your second question, any character with infinite 4D power will be 2-A, since it must mean they can destroy more than any finite number of universes, So the answer is yes.
However I'm not 100% sure about it so don't rely soley on my answer
