From what i remember passive skills are snapshot, therefore your attack is at infinite speed if i'm not mistaken, i remember once asking this in Bleach here, about the almighty and to cheat he needed immeasurable speed

Wouldn't depend on how fast the passive? Like it affecting Immeasurable speed character
