What is needed for such a skill to be considered passive or non-passive (use examples to help me)

Its a skill that is always there, a skill that doesnt have an activation is just there even if the user is uncounsciously using it.
In games there are passive skills that increase stats its the same thing

Bob is an almighty wizard in a generic high fantasy setting. Despite being a master of magics, he still has to manually cast his spell that causes others to fear him.
Bob is now some isekai protagonist in an also generic high fantasy setting. Bob has no need for things like manual casting or responsibility, as just being around him causes others to be overtaken by some supernatural fear instantly without him having to do anything.
We assume that passives have Infinite speed, which is why they're often ignored in VS threads that feature a character with Immeasurable speed.
