From my experience here the Masadaverse seems to take that title with their numerous 1-A characters. Is this the case or is there another series that has more?

Ah. I forgot about the Outer Gods. Either way I moreso meant specific characters in tier 1, rather than a whole race of tier 1s.MagiSinbad said:

I/O has a number of Tier 1's as well, but idk if it's close to as numerous as the Masadaverse...
