Lupina from Guardian Tales can create snowstorms over the entirety of Mt. Shivering, which is supposedly as big as the one in the image below, and she has been doing it for at least several decades. The snowstorm in question can kill literal snowmen out of it's sheer cold, and in Nightmare world 8, the inside of a Inuit's house was colder than the outside, likely due to Lupina
