Saying he has Low 2-C AP because of it doesn't seem the most accurate.

Well... the low 2-C is correct. As he can perform a universal nuking feat with with his stand, but the stand itself is not Low 2-C. So the tier is correct, but the way it is interpreted isn't.Warren Valion said:
