Warhammer Feat 3: Ripping Realspace

This also makes scaling a lot easier, since we can just set a floor and at least 3.5 gigaFoe for "Primarch level" and right now don't have to worry about where to go from there.

Unless you're like, higher-end Shards or Drach'nyen, but then pretty much nobody scales to you. Like every time Drach'nyen is chased off, it's explicitly weakened or running on fumes, and when it actually confronts the Emperor at full strength, it's strong enough to straight up impale him.
 
It's definitely not all Transcendent Shards, but there are some that have feats of that level, such as the Dragon of Mars (most obvious), and others being stated in the Apocalypse(?) book to be capable of pulling groups of stars out of the sky while actively inhibited. There are a few more that are slipping my mind, at the moment.
