Uuuuh...honestly it could? With her supernatural luck something's gonna happen that's probably gonna stop Bill from snapping. It makes completely improbably things happen. Vriska taking luck from a common minion caused a meteor to fall on him literally seconds later. Her luck should protect her, from what I understand. Maybe Bill breaks a finger or something somehow.

No I'm not voting yet. This supernatural luck needs to be able to beat Low-Godly. Unless Vridka can do that, all the luck in the world will be hard pressed to stop a snap. Also Bill doesn't have Bones like we do, I doubt he could break his finger

Vriska doesn't have any indication of mind manipulation in her Low 2-C key

Her mindhax comes from her first key. She keeps it because it's part of her basic biology. God tier doesn't change who she is.
