The Star Spirits merely create "fun-filled games" within the already existing dreams, not the dream worlds themselves.
That doesn't matter. During the events of TTYD "Overthere" didn't even conceptually exist. It's pretty much raw speculation to assume "the heavens" refers to "Overthere".

It doesn't look like celestial matter is being created here at all. Those are just random sparkles (aesthetic) produced by the Black Paint zooming away.
1) The Star Spirits actually are the creators of all those dreams. They watched over all dreams since the dawn of time itsef, and also, they are old as time itself. They live in the Dream Depot, and they created it. The Dream Depot is that vast pink void that dwarfs in size all the dreams, since those are all contained there.

Not to mention the fact that Geno refers to them as higher entities in Legend of the Seven Stars and more. As showed in MP5, they are potraied as much stronger characters than the others (including Bowser, who was going to destroy the Dream Depot. Yes, the Star Spirits needed the help of Mario, however we can clearly tell that it's PIS, since we can't have a Mario Party game WITHOUT playing as Mario and friends.)

And, in the OP scene, they also warped the entire universe, and created/"opened" the Dream Depot (that bright light). More proof, Peach has a power called "Wishing Power" (a power she showed in PM64, BiS and Dream Team. And yes, it is indeed the same power. It has similiar properties to her paer self's. Considering that PM64 is nothing but a sequel of Legend of the Seven Stars ;an RPG where the main plot involves the dreams and wishes of the Mushroom Kingdom and an higher entity that takes those wishes/dreams ang eventually grant those wishes/turn those dreams into dream wordls; we can consider Dream Team as a sequel of PM64. There are simply too many similiarties, and even Peach's page mentions her Wishing Power, and that it's the same ability of her Paper self.

Anyway, with the Wishing Power, Peach can manipulate good dreams. The Dream Depot is a place made of good dreams. So, Peach via Wishing Power is 2-B. Peach, with her wishing power, matched the Star Road. So, the Star Road is 2-B. The Star Spirits received an amp by Peach by the end of the game, and they are now able to use "Peach Beam". Even if Peach didn't amp them, the Star Spirits can still match the Star Road when restricted.

So they are 2-B regardless.

2) And? The Overthere is still Marioverse's heaven. Period. And even if we can't use that, then, doesn't matter. The Crystal Stars are still objects that holds the essence of heaven, aka, still a place beyond the universe.

3) As we can actually see, the Black Paint seems to create stars of many different colors. Metal has a link. That link says that, as scientists found out, stars of different colors are stars that are in different parts of the universe compared to the star of another color. (Example: Pink Stars may appear in the Milky Way, but in Andromeda there are actually only green stars or red stars).

Still, it's pointless. Let's stop talking about that, and instead, let's talk about the content of the thread.

I agree with what Yuri said

No upgrade is happening whatsoever. It conflicts with the final battle, where only way they can face the user of the void is the Pure Hearts. Othewise, there will no need for them to do so. Enough with these pointless threads and desperate attempts to make these characters more powerful than they actually are, people. It's exhausting....
