sea king effortlessly destroyed even some s-class heroes, but ashura didnt, at least he didnt show the same lvl of strenth,

bro, come on now, Asura didn't get a chance to fight any s class heroes, and you can't just assume that he's weaker because of that...

Vaccine Man was destroying parts of a city pretty easily, and he still had a stronger form.

Genos put up a fight against the Sea King, and probably would've won if there weren't any distractions. Asura on the other hand completely no-sold his attacks and stopped one of them with his breath...

yes, Genos did get a lot of upgrades between those two fights, but don't forget that he only had one arm in his fight with Sea King and it was still relatively even.

it comes down to Vaccine Man and Asura Rhino, and i'd go with Asura since it's shown that, along with his ridiculous strength, that he's actually quite intellegent, which is somewhat demonstrated by him immediately realizing Saitama's strength.

so my answer is Asura Rhino > Vaccine Man > Deep Sea King

Ashura Kabuto thoroughly thrashed Genos while Sea King only beat Genos when the guy took a blow meant for someone else.

Then there's the featless Vaccine Man who in just appearing caused massive collateral damage, and apparently, it wasn't even his final form.

Methinks it's Vaccine Man > Ashura Kabuto > Sea King.
