Bowser stole the Super Star in order to both get Peach to marry him AND conquer the world, as he explicitly states in the scene where he proposes to Peach. He wasn't hoping to only accomplish one of his goals with the Star. As I said, the nuke had no role in Bowser's initial plan and was a desperate Plan-B.

The nuke would have accomplished the same thing as the star, there would be no reason to get the star in the first place if the Bullet Bill already does whatever it does, but better. "Likely/possibly Bullet Bill Tier" is good either way
