Satsuki IS baseline, but increases as time passes.
Goku is jst far more skilled, has more efffective AoE attacks and invisible ki blasts satsuki cannot do anything about and she is character always goes for close range.

Satsuki could always just use her intelligence to come up with something to make Goku fall out the ring and win. Goku is intelligent himself, but in UI, he solely relies on instinct, which is tapped into by clearing the mind. So, he can’t really come up with anything, and he can just overpower her. These are their wincons

Its not about not thinking about strategy, but to let his body move on its own.

This explanation is vague; it doesn’t really explain anything. What’s the scaling chain exactly? Infinite Zamasu (Baseline Low 2-C) < Son Goku (Ultra Instinct -First Sign-) < Jiren (Base). I’m not really seeing Goku being that much higher, just a tad bit above the baseline
