I'd still say Android 17. While unquantifiably above baseline (like Tom), he doesn't have anger issues and is pretty level-headed when it comes to fights. Tom's anger issues will be exploited to high hell and back during this fight.

Also he's surpassed Roshi, a world-renown Martial Arts Master who ALSO mastered the Drunken Fist style of fighting; which Goku countered. "No notably good H2H" my ass dude.
