Travel Speed Question

So in this wiki, in certain cases, we scale characters’ reaction or combat speed to the travel speed of some character, like character A tagging a speedster (character B). So if character B can run at the speed of lightning and character A can tag him with his attacks, then character A has lightning speed reaction and combat.

My question is, can the same be done Vice versa? What if character A can let’s say, swing his sword at light speed, if character B can travel fast enough to not only cover the distance between himself and character A but also blitz character A while he is swinging his sword, would character B have light speed travel speed?

If yes, can this be applied on speed calcs?

It's attack speed and reaction speed, not travel speed. Also, I don't know much about speed calculation, but if I'm not mistaken, yes it can be used.

No, it's not travel speed. Travel speed is the ability to cover a distance in a certain time. Combat speed, on the other hand, is to transcend one's perception. For example, character A can travel 300m in 1 second, this is travel speed. But character A blitzes character B, let's take character B's perception speed is mhs+. Then character A's combat speed will be mhs+. Exceeding the perception speed by running does not enter the travel speed.
