Since this is 7-B, Gray due to his Ice Absorption and Higher AP, even if Toshiro manpiulates his Ice, he can eat Toshiro's, Gray is also more versatile, able to make moves with his Devil Slayer Magic and Ice Make in Tandem depending on the situation, and can use his Zeroth Destruction Fist, which has the effects of Yura's Ice

I'm pretty sure this is an AP stomp in Gray's favour.

Shikai Hitsugaya is 11 Megatons and Gray scales from a 63 Megaton feat. That is nearly six fold. Another admin recently closed a match with a five fold AP difference. Furthermore, there is the fact that once Gray turns on the Ice Devil Slayer magic, he gains resistance to ice attacks (not complete immunity) and can even eat Hitsugaya's ice attacks to empower himself.
