I believe an issue arises with fate characters due to issues with their layers of resistance. Some were claiming they had 33 million times above baseline layers of resistance. I also remember some saying things about tens of thousands of layers of resistance.
So a vote was taken and a conclusion was reached that fate characters will not be put on the 2-A bracket until the layers of resistance is solved and concluded on a crt iirc
