Yeah it just depends on if they beat more people than other people, Culexus are skilled fighters and not every skilled non haxxed person will beat them its just they can be beaten.

Yeah, by the logic of having them at the top, I'm pretty sure Phantom Blood Dio Brando could beat them since they can't null his stuff because it's A. Purely biological and B. Not that strong and he's more then skilled enough to not get touched with prior knowledge, witch would mean PB Dio with prior knowledge >>>>>> HA DIO.

Actually forget that. Batma definately would beat them just via sheer skill. If we put the Assasins at the top just because they can beat Matoi, then we would need to put Batman at #1 since he stomps the assasains.

Well, the fact is, they lose to 8-Cs far below the top five. I feel like this is more situational, like if a baseline 2-B had an anti-Warhammer Gods of Chaos gun that didn't work on any other character in 2-B. Would they be at the top of 2-B?

The CA are also no slouch in hand to hand combat.They are pretty good at it so outskilling them is hard

Anyways, for the people complaining about CAs being strong:

• These guys regularly fight tier 5s and 4s in Canon

• They're very rare, since one in a billion is born a blank, CAs only take the strongest blanks, and most assassins don't survive training

• It sucks to be a blank. You can't get to go to heaven when you die in a verse where heaven actually exists and is known to, you can't really form any meaningful human connections because everyone hates you, you don't have proper emotions, all a CA can really do is kill for the imperium

• Within the context of the verse it isn't even that overpowering. They're a huge boon for humanity for sure, but it's not like one of these dudes can stride across a battlefield masacaring everyone in sight the way someone like Ahriman can.

• Verses aren't written for the purpose of being powerful in vs debating. These guys have no soul, so they null warp things. Warp things just happen to be exceedingly powerful, which jacks up their null to high heaven.

It seems weird to complain about this, but he okay with a guy who can overwrite an infinite multiverse with a thought.
