The FE 2-As are the weakest for now due to their lack of hax compared to the other two. Not sure about Pokemon or Xenoblade, but I would assume Pokemon is higher.

Hoopa never uses mind hax in character against anyone he is fighting and only shadow hoopa uses it at all and given it can't summon 2-A's here someone else probably beats him.
