Immeasurable Speed isn't faster than Time or whatever (at least that's not that standard) it's treating the Temporal Dimension as an Axis of movement like a Spatial Dimension. It would be more faster than the flow of Time if anything.
Temporal Omnipresence is sorta comparable to/above this in that Immeasurable Speed still has to travel across the Timeline to reach other points of Time, a Temporal Omnipresent being is already then.

so Yes Immeasurable speed should be faster than passives
