Yes it has the power off all foundation deemed anomalies (basically making it a composite scp), so it scales to 239, which can harm the Neverwhere, which has NEP Type 2.

I don't know if your saying he does or doesn't have type 2 concept manip. But he does, based of SCP-343.
Not seeing a scp that directly has Type 5 AC, but I don't believe that's the only criteria.

He doesn't really need to, he has so many wincons here that straight up deny his High-Godly, such as BFR, Quantum Tunneling, Power Null, Mind Manip, etc.

There are passive with a travel time (or some other caveat) but generally it's not very common. Also, immeasurable speed > passive unless there's a special exception somewhere
