You can have higher potency of hax but also lower range. Most Nasuverse God Tier has 4-D AP, and yet, most of them have less than universal range. Warhammer40k psykers draws their power from the Warp which, from I recall is a 1-B realm, and yet, they don't have that range too.

In fact, AM and UM is more similar to that.

ALE is the same, no matter who uses it. It has 5-D range no matter who is using it
 
Actually, yes you do actually need to put the range of Optional equipments as well. You just gotta need to add more justification to it.

And again, his case is basically the same as Warhammer psykers.
 
I think Thulhu should take 5th low-5B spot, he most likely beat Fukuro with Passive madness hax and Fukuro doesnt have answer to 1-A reality warping, Subjective Reality, and Law Manipulation.
