All of these are negated by default of his mindhax resistence (Maybe corruption as well depending on the type), Power Modification is negated as well because of Hoopas relevent stuff being 4D. How do the rest of the passives function
Edit now looking over his Profile, you seem to have forgot to list some of his passives.
Matter Manipulation does not seem to have the required range
Biological Manipulation might not work at all as Hoopas Anatomy is very odd to say the least.
Corruption as I suspected does not work
His Reality warping does not seem to be something that would one shot instantly
The Transmutation also says that it might happen based on its description
Time Manipulation is not fast enough as Hoopa is far over 100 years old and was the same 100 years ago
Gravity likely would not work
Spatial manipulation likely would work based on what the justification for it is

However, he can't get his Tier 2 stuff going, I think. So there's no way for Ark to kill him unless he can get time paradoxed or something. Might be incon if that doesn't work.

Yeah, I think immeasurable speed deals with Morgur's passives, but good luck actually, you know, perma killing the thing... huh. Morghur practically guaranteed beats Cueball I think... It's perplexing since Kroak is from the same verse

Awlba characters' hax effect got backed by a 1B Setting/Law
The most potent one among them is Brachium I think, which destroys everything even souls, and is set to always happen first, ignore resistance and stuff.
Idk, Ning seems doesn't have godly regeneration to counter this so maybe wait for his supporters to reply

Brachium destroys his soul ig. And the 1B Law also allows the effect to straight up ignore resistances
They have other wincons like Madness, Possession, Time stuff

Ning has a bunch of layers for soul resistance. Can I see the scan for the 1B law bypassing resistances of the opponent? I don't recall that ever, and if it is a thing, then shouldn't they be higher than the 5th spot?

Smurf hax tells any and all resistance to flip off unless it's outright immunity. Layers get told to go **** themselves

Priority skills are not at Low 5B, those are in later keys. They don`t have 1B soul hax. Taurus has tier 1 powernull but he has to hit you with it to work. Thats the only smurf hax they have. Ruphas resists tier 1 mind and plot hax thats it

They do. True (although never said sth like that btw), the effects including absolute accuracy and resistance neg are default settings of the skills, which are governed by Alovenus's law as we all know.
