I'll wait for explanations for BTG, but I'm leaning towards Drake for its large arsenal of really useful abilities. BTG's homing rockets are good for partially bypassing Drake's faster reactions, but I dunno if that's enough.
One question I have is what does BTG's profile mean by "slowing down his perception of time": how does that work?
 
If the bootleg timeslow is something BTG can spam then, I'm willing to lean towards him. His versatile abilities are zilch if he's not able to get a hit in.
 
Well I'd be able to answer the spam question if my PS2 didnt suddenly break down, so now I cant replay Overdose to figure that out. But from what I'm reading from the manual, it's a demolition shot. However it's hard to find footage for it because GunGrave is agonizingly unknown. But what I do know it allows Grave to basically slow down time for a few seconds as he proceeds to unload multiple bullets and rockets onto the enemy before the effect stops. It's hard to tell if this is spammable, but he can keep shooting at the enemy normally to get more "Beats", which fuel his Demolition Shot Guage. So really, all he has to do is keep shooting.

And do the projectiles move normally or are they also affected by slowed time?
 
If he one shots via blitz then it makes all the matches stomp so removing him would be the best option.
