Forgo leads with homing projectile spam.
Anyways, im pretty sure thor has baseline 3-C when Forgo is nearly baseline 3-B so he is outclassed when it comes to AP here
 
Thor has 2C attacks under his belt (pardon the pun). So I don't think it's THAT unfair. At least against Thor lol
 
Anyways, considering Thor does have wincons i will argue.
Afaik Thor doesn't instantly lead with his strongest move.
Elfilis leads with basic homing projectile spam. If Thor tries to block them he's screwed.
Elfilis then starts teleporting around his opponent and slashing at high speeds. A single hit would kill Thor due to the difference in AP being hundreds of times.

Overall i feel like Elfilis can and this before Thor uses his 2-C attacks and thus I vote for Elfilis.
 
Since OP doesn't say it's in character, what stomps Thor from going god blast on him?

Even aside from that, there is forcefield creation stuff which should block his attacks. And am pretty sure Thor has tanked a lot of projectile based attacks with his mjolnir... A lot. Like bullets, and energy and laser shit and whatnot. As long as he can see it, he can try to avoid it and/or block it with his mjolnir.

that's going to be difficult when the opponent is hundreds of times stronger

According to the SBA page, the rules state:

"In character, but will attempt to win the battle. Characters will not give up of their own accord. That means a character that is uninterested or sees no chance of winning won't simply leave and characters wouldn't simply become friends with each other. This doesn't prevent a character being made to give up, because the other character manipulates them via things like, for example, mind control, fear inducement, psychological tricks or superhuman charisma."

This means that Thor and Elfilis are in character and while Thor is willing to go in for the win, he probably won't just let out his strongest move right off the bat. On the other hand, Elfilis attacks his opponent with the intent to get rid of them right off the bat.

Force fields are gonna be useless against someone who is nearly baseline 3-B when Thor is around baseline 3-C.
 
Also, even if SBA worked differently, i looked it up and Thor's God blast is a bigass beam attack that travels directly at its opponent...what exactly would stop Elfilis from teleporting behind Thor and one-shotting him? Nothing. Force fields ain't gonna do squat when the opponent is like 50x higher than the minimum ap difference for one-shots

he can but he doesn't really instantly lead with his strongest attack. There's also the fact that it's just a straight up beam which means that Elfilis can just TP away or behind him and turn him into a shish kebab in an instant with his AP which is over a hundred times higher
