a gohan who didn't want to fight and was clearly holding back, one kick was able to do some damage. He stomped cell in ssj2 because of a rage boost and the ssj2 multiplier which for some reason we don't accept?

According to “Manga El Legendario” which was made by Shueisha and Bird Studios:
Grade 3 = 10x SSJ
A form which Cell used to mock Trunks and attempted to fight Gohan’s SSJ2
Perfect Cell already was stronger than SSJ Gohan so Grade 3 Cell would be more so
Super Perfect Cell is Cell’s SSJ2 equivalent meaning stronger than Grade 3
50% SSJ2 Gohan bested SPC
Conclusion:
SSJ2 Gohan has to be at least 20x SSJ Gohan

Gohan was clearly enraged lol, that is evident because of the nature of his attitude when fighting, so are you saying rage boost don't make you stronger while in the transformation? But only acts as a trigger for it?

What I'm saying is, it wasn't giving him any extra power because Super Saiyan 2 was the effect of his rage boiling over

and once he did he busted his lip.
Official guide states Gohan was stronger and holding back immensely.

The same goes for Gohan, the whole point of the Cell juniors was to force him to fight seriously. Saying Cell was toying with him when Gohan didn't want to fight at all is not a very accurate representation.
