Actually no, it's not. If you negate Regenerationn, it is because your power worked in first place. It is not equal to ignoring one's resistance to your power, which is then not working, ans thus you'll have nothing to negate. The "meta" is a term in a lot of games that basically refers to the best character to play.
The "anti-meta" is the character that counters the meta, but isn't actually that good anywhere else.
Here, we essentially use "meta" to mean "that really hax character who gets spammed", e.g. Reinhard, BB, Medaka, Homura, Mami, etc
Kharn has some broken powernull that shuts down most everyone's super hax, and he's a fairly high level 5-A / 4-B character with 10,000 years of experience. However, someone like the near haxless Goku can beat him. Hence he is the "anti-meta" because he shuts down the metahax characters, but isn't nearly as good against other characters.
The reason I say he "doesn't count" is because with the majority of these characters, they can win against pretty much everyone else in their tier which is why they are the strongest. Kharn on the other hand, cannot win against everyone in his tier, even if he can beat the people who can win against everyone else in his tier.

Nhilius beats more people than Revan again its not A>B>C logic but more who is prepared and better suited to handle more within their own tier.
