The statement that they had infinite forms yet a finite amount of "voices," which I would believe refers to individual Precursors, suggest that the Precursors indeed existed not only in the universe before the current Halo one, but all universes before it. It suggests that they have always existed in the Halo multiverse bluntly put.
It is also said the "grew realms," perhaps this means realities.
