I mean if Dracula can affect concepts with his AP via scaling to Soma there's no reason to suggest all his hax can't no? Didn't he like yeet Altair at some point with a similar argument?
Should say if Dracula manages to soul hax Outsider even if Type 9 and 8 saves him Dracula should be able to use power of dominance to copy OS's powers. Drac's range with his powers can be like Low Multiversal would that work?

Soul hax may be able to affect him, but would it bring him down may be unknown due to type 9
(What is his potency of resistance for the Outsider???).
Dracula may be able to affect him via concept hax or void manipulation, but it is OOC at first
