I have an interesting question here, wouldn't Billy here be able to lift Thor's hammer? I mean, he was granted powers cause he was worthy.

Experience Billy kinda dominates. Solomon's wisdom can grant him any knowledge and Achiles's courage grants him any martial art iirc.

Interesting indeed, but I think it would depend on what level of worthy is required to lift the hammer.

Well Thor himself has downsides yet he lifts it. Pre-New 52 Billy is pretty much a mary sue

If he can, he wins. He can use solomon's wisdom to learn about Thor's powers. He'll see Thor's hax and power gap, so he'll try to abuse his time travel, or maybe lure Thor into space to take away hammer there (red hulk did it once). In my opinion, Billy's ability to gain any knowledge gives him the win here
