I was wondering about the tier of the First Spinjitzu Master without the Golden weapons. He created the universe of Ninjago with the Golden weapons but what's about the tier of FSM himself?

Actually higher. His stuff like the fight with the Overlord was done at his most inexperienced point, and there is evidence that he is above them

Are you sure he was inexperienced he has fought the Overlord? What evidence?

The fact that he was pretty much a kid. He's clearly a lot younger, and it wouldn't make sense for the Overlord to consider his power above his true form's if he hadn't become stronger since he first created ninjago.
