I don't think this is the best interpretation of the text. The text talks about it being high velocity, and then the monologue explains shortening incantations for efficiency. It is true that at certain points they use phrases like "in an instant" but I am not convinced they're talking about infinite speed. Your description of the scan is also a bit editorialized, "Reduces the conceptual distance between the bullet and the heart" isn't in these scans that I can see, and while it does say it's linked to the target spiritually that appears to be couched in terms relating it to the idea of a guaranteed hit (like a heat-seeking missile).The first, and most important, is Infinite speed, which is defined as moving an infinite distance in a finite amount of time, or moving a finite distance in zero time. Where does it come from? Right here, actually. It says that it links the target to the attacker spiritually, and reduces the conceptual distance between the bullet and the heart to as close to zero as possible
