The Extent of Ignoring Durability

When a character can ignore durability, how many tiers up does it ignore? Is it a case-by-case basis? If so, how do we know? For example, how come Sans can kill someone in Tier 4 but it's too ridiculous to think Raide can hurt a 7-B?
 
All it depends really. If it is pure and total durability negation, it goes all the way up to the next dimensional tier. So a character who uses unconventional attacks to totally ignore durability can kill anyone up to High 3-A.

I am not familiar enough with Raiden to know if he can completely ignore durability.
 
Raiden swords cut stuff down to the subatomic level or atomic level if I remember correctly. So anyone who can resist matter manipulation can tank his swords strikes.
 
It depend of the nature of the attack and the resistences of the other character, but durability negation can affect anyone within the same dimensional plane if there's nothing suggesting otherwise.
