That doesn't even fit into our tiering system.
 
What about the great one from ben 10? His profile states he can destroy earth but he is small planet level. that would literally make him the strongest (physically) small planet level character.
 
No it wouldn't. There's ways of destroying the earth that don't break 5-C. He needs a calc at the top of low 5-B.
 
Um, why is Ryuko still the only character at 7-A spot? Last time I checked, Cole and Sesshomaru are as, if not more than, close to High 7-A as she is.
 
Floweys feats arent really that impressive for 2c. Plus he can be weakened if someone makes the souls revolt of someone with good enough time manipulation
 
There's also daemon primarchs in the warp, as they scale from Magnus the Red who is 2-C by thinking too hard, and given the nature of the warp they'd probably be 2-Bish.
 
A very, very vague level. THat's the reason that he and the others were downgraded from 2-B actually, since its not decicive enough to tell. Random daemons can generate full universes in the warp completely effortlessly, and the daemon primarchs are incredibly powerful daemons. Vortech is more explicit, so he'd likely be better. May want to check the clowderverse 2-C though, their low 2-Cs are 10K times baseline.
 
Emn is 2-C and 2-B. Don't remember if he was super far into 2-C though.
 
His 2-C and 2-B rating are the same thing, as the number of universes isn't quantifiable but just very large, so there is that.
 
Oh god, that's dated. Pretty sure that was before the whole "Cant go from Low 2-C to 2-C or from 2-C to 2-B" revision. Even if it was 2-C, it would be baseline
 
Watch there be someone who destroyed exactly 1000 universes
