Issei just has divides, boosts and then simply proceeds to kick it's ass normally. The stat amp makes up for numbers, and he can also burn it to death.

I'm going to vote Issei. He starts with a minor AP advantage and can Boost his power to the point that he can oneshot Cucco and then he'll destroy the mini ones that were summoned. He can also use Divide to make Cucco lose half of its strength and he absorbs that half.
