The Battle of Dragon Ball's Strongest Cheaters

If there's one thing Dragon Ball is known for in the powerscaling community, it's the series' extreme focus on battle power over skill, hax and strategy. Whenever a new and powerful enemy shows up, you can guarantee that they'll be defeated with power and nothing else. Even if a character does use hax of some kind, it's almost always countered by being too powerful to be affected.
However, there are some instances where this isn't the case. A few rare characters have the ability to cheat this game of power levels by stealing someone else's power and making it their own, two of the most prominent of which are Dragon Ball GT's Super Android 17 and Dragon Ball Super's Moro.
Recently, Moro's saga in the Dragon Ball Super manga officially ended, and the manga's top tiers got a major downgrade that places them significantly closer to most of the GT cast. This seems like a good time as any to remake one of my oldest versus threads ever created and match up these two main villains against one another.
Both 3-B.
Speed equalized.
Battle takes place on an empty planet.
Round 1: Prime Moro vs. Super Android 17 pre-X10 Kamehameha.
Round 2A: If Moro stomps, he should fight 17 post-X10 Kamehameha.
Round 2B: If 17 stomps, he should fight Moro after absorbing Seven-Three.
Who wins:
A cyborg who fused with himself: 0

Pre-73 Moro can't split him, due to lacking Vegeta's Forced Spirit Fission.

Looking at the battle, ignoring the difference in AP (since I don't know the values) I'd say that Moro takes this more time than not.

Moro can't absorb 17's energy (as seen againts canon 17 and 18) but should be able to eat his energy blasts and that doesn't prevent Moro to fight.
Moro is more cunning than 17, and will not be fooled by his energy absorption, which isn't even something he does so often.
In martial skill, senses and mobility they should be somewhat even, but Moro has many more tricks to keep 17 at bay and gain advantage, with telekinesis (17 is phyisically stronger, but TK is still a thing), planet energy manipulation, illusions, memory reading, paralysis and his own forcefields.

17 may even try to absorb his magic (the planet thing) just to receive a free hit, with magma-properties added, and being hit while absorbing is even his weakness.

With that said, I vote Moro.
 
Moro is in a far higher degree of 3-B due to scaling to a overtime universal busting feat while 17 upscales far above a 3-C+ feat
