Terrarian kills Papyrus mistaking him for a monster. Sans finds out, gets mad, Terrarian gets ready to survive

Terrarian can easily blitz Sans with any homing attack as he can´t evade them and will be 0HKO´d.

Sans might win due to soul hax and speed,terrarian DOES have that rod of discord thing that can allow him to teleport behind sans and shoot him down with a homing gun.

You can't forget the FTL last prism that sans can't avoid.

sans can't really use the prep time and terraria could just booby trap the entire arena and sans as 1hp so 1 hit and he's dead

Unlike what everyone said so far, I'd give it to Sans. Casually above quite high level MHS+ vs high end MHS is more or less a blitze. Sans could just spam bones and lasers with teleport spam before the Terrarian could do much.

With speed equalized however, the Terrarian would take it via high level danmaku, homing bullets, summons etc.

the terrarian can doge poin blank lightnings and some weapons could be cosidered lightspeed ( last prism and cristal stuff, because they use light to attack)

Last Prism is only attack speed, it can't be used as reactions. As in Sans would blitze them before they can use it.

And it's not exactly pointblank lighting dodge. If it's two centimeter from your face you won't be able to move fast enough to dodge it.
