Or should both be restricted to their Tier 8 states since both has Tier 8?

Then 8C Toph should win Tier 8C Terra by haxes.


Composite Terra should (Tier 7B) win Composite Toph (Tier 8C) but then whether it is a stomp or a decisive win working around Toph's haxes is out for others to discuss.

WTH?! Their AP is as different as it is between an individual and a potara fusion. This has to be changed to 8C Terra, or it's an absolute stomp.

Wouldn't Toph's vastly superior skill range and superior striking strength, and durability make it a fair fight?

If I make it 8C Terra, then Toph stomps. If I use Low 7C then Terra will have at least some stats higher than Toph.
