For what I see Terra is 72 Kilotons and Toph 32 Kilotons.
I think Terra has the advantage with flight, explosions and tornados, since Toph wouldn't be able to properly deal since she can't control it. Terra is able to control Sand and a bunch of other stuff but it's not on her profile don't know why.
 
Regarding flight, Toph is able to detect pieces of earth if they are in the air. The tornadoes are a problem, but she would likely hear them approaching.
 
Toph is by far the more skilled of the two and seismic sense gives her complete awareness of the battlefield, especially since Terra's main method of fighting is controlling the ground
 
At a glance:

Toph:
  • Seismic Sense could detect most of Terra’s attacks
  • Seismic Sense counters Terra’s Flight
  • Greater Experience
  • Massive Skill advantage
  • More versatility because Terra’s profile is poop

Terra:
  • Stronger Earth Attacks
  • Massive Lifting Strength advantage
  • Way better physicals
  • Air Manipulation + Explosion Manipulation
  • If she loses her cool and becomes 7-B Toph is (literally) cooked
 
Toph should take this. It's an important plot point in Teen Titans that terra has trouble controlling her powers; meanwhile Toph is the greatest earthbender in the world.

Her own volition. She was fighting Slade and this move actually killed Slade, so it certainly wasn’t something Slade made her do via the suit.
 
Then Toph (high diff). The skill and experience gap are too great for Terra to overcome with her stronger attacks. And her best friend manipulates air on a grander scale than Terra, so she'd have knowledge on how to deal with that as well.

Terra has Low 7-C dura, the moment toph attacks her, she is reduced to red mist, which isn't a hard thing to do considering the massive skill gap

That makes no sense, her senses aren't omniscient she is not magically capable of seeing the future through the rocks.
Even if she could that's a AoE attack and since Toph can't fly how the hell is she gonna dodge? And to begin with Terra makes attacks with a thought while Toph requires body movements to bend, with speed equalized Terra's attacks are always faster.

Tooth never actually had to deal with "air on a grander scale" and she is blind she it's not like she saw an air attack coming, also it's a great assumption that she would be magically able to deal with air just because she might have "seen" Aang do it, knowing it doesn't give her the necessary powers to deal with it.

The clip shows magma building up in the cracks in the rock before it erupts; because of how sensitive seismic sense is, Toph is going to feel that shit building up in the earth beneath her before it hits her.

There is no magma building up, the magma just appeared, from up to down so it wasn't building up from down the ground, also magma would kill Toph there would be no room for sensing and running the ground turns to magma and she dies.
Also you both say she would run? How? The explosion is fast, that Slade didn't had time to run, Toph doesn't fly and any attempt to move the ground means she would need to move her body while on the ground also since Toph can't lava bend even if she moved the ground the explosions would still happen on the ground she moved.
