Okay, the Orochi thread got concluded while I was asleep, so I’ll have to do it like this. (I’m pretty sure this was agreed upon in the thread as well so idk why it wasn’t applied like this).

Tatsumaki should upscale to Low 5-B. She is far stronger than Psykorochi, who is far more powerful than Orochi, who’s calc is only about 1.3x away from baseline Low 5-B.

Psykorochi should most likely upscale as well, since she believed that she was powerful enough to defeat Saitama, who had previously one-shot Orochi, meaning that Psykorochi was confident in one-shotting her previous self that is, again, only about 1.3x away from baseline Low 5-B.

Conclusion - Psykorochi should upscale to baseline Low 5-B since she’s far above Orochi, and Tatsumaki should upscale since she’s far above Psykorochi.
 
but we don't do this normally, many profiles have almost non-existent gap to jump a tier but we don't give it to them, even with scaling chains
There are also many profiles where we do upscale, and as a matter of fact, the Powerscaling page even acknowledges that it’s a thing. To quote directly from it:
It is possible for a character who is depicted as vastly superior to another in a statistic to be placed in a tier above the other, given that the other character is close to the the next tier. However, this ultimately needs to be decided through case-by-case analysis.
