that doesn't really make sense given you can use stated transformation multipliers to put someone above the baseline of a tier usually... I guess I'll see to that with some staff or smth

True, but when we're dealing with tier jumps like this,we usually don't take it at face value. Especially if they have no set multiplier or if they come from AD/RE related stuff.

question, is comparing damage values a valid way to scale super sonic 2?

nah
sonic's Focused Homing Attack previously was a 5x multiplier on his regular AP based on this reasoning and it got axed. HP isn't a valid way to scale AP
(otherwise i could say stuff like King Slime [first boss in Terraria] downscaling from Moon Lord [final boss] due to HP)

i already have a good way to scale how much stronger Super Sonic 2 is in comparison to regular Sonic, damage values wouldn't give much stronger values anyway
